USBI charge

Lately I've obtained my normal telephone bill (AT&T) including long-distance with web. But Nowadays i received my telephone bill and was billed $14.82 for USBI. Our cousin named them-and they stated that somebody had subscribe to the USBI consideration. Which we've not subscribe to. Therefore we've been scammed, since we've not requested USBI.
