Never contacted me, put a lien on bank account of disability pay, wants to garnish wages also

I have never been contacted by this individual regarding a debt that I owe. I found out about this because they put a lien on my bank account and took all of my disability pay. When I called the number my bank provided to me, I was transferred to a voice message and could not talk to a person. I looked online for some information on this person and read many many reports from people who say they were victimized in the same fashion. I read reports of this person sending notifications to old addresses and using that to claim the person was contacted. I am afraid to make further efforts to contact this person for this reason.
If I have a debt I would like to set up a payment arrangement, but as I stated, I have never been contacted and he is getting my money for an unknown reason. I need to know what this is about as I have found someone had used my social security number to open a credit card and I need to be sure if there is something out there with my name on it that it is in fact my debt so that I can pay that back.
