Failing to send monthly statements so you you're late on your payment Charlotte North Carolina

I took a small loan on my credit card with boa. It was a promotion with 0% for 1 year. 2 months after, I received an email asking me to contact someone for my account ending in #. So I looked through my credit cards, found the mentioned card & called the number on the back of the card. The csr explained to me that I was late on my payment. And that my initial $41 monthly payment is now $167 including $39 late fee & interest accrued on the whole amount since I failed to pay on time. I never got a single statement from boa. The csr also told me that another statement was sent (which I should have received by now) for my second payment. I don't think the post office lost both statements.in their fine print credit card companies state that you're payment is due even when you don't get a "courtesy" statement. Who can remember all their monthly bills. So I'm really confused on why they tell you 0% apr then, you "magically"don't receive a statement, then they hit you with 14% apr (that's what happened to me). Should I really be confused...
