Unauthorized billing of products neveer received

Requested to get a test offered them my creditcard number for delivery and handeling about 3.95 Without notice they exposed a merchant account and billed to get a first cargo for that quantity of 87.13. I have never requested for this cargo and in addition I never received the shipoment. Tlaked to some business employee She explained to deliver it back. I can't deliver back something since I never received it.
