Holding funds

I'd open an account with wamu.

I gave them a cashiers check from citi-bank it removed citi banks department with-in 3 times.

Wamu used the funds as much as 20 times and blame citi for not releasing the funds that was not the case. They'd my money and just wouldn't release it. Who do i protest to for this.
