Took money, promised refund because person died but have yet to recieve money false promises

My brother-in-law signed up for this program and two days later he passed away. I sent them the packet back upon request and they promised me with in 8 to 10 weeks we would recieve a refund.
That was in September. As of April 10 we have not yet recieved anything. Been trying to call them but can't get in touch with them. I want to get them for this. Taking a dead persons money is horrific!!!
