$5 service charge to cash check drawn on that bank

Recently I attempted to cash a check I received from a friend at her bank, BB&T. I was informed that, because I do not have an account at this bank, there would be a $5.00 service charge to cash it.

This is a check written by one of their customers and drawn on their bank. The amount on the payment line is the full amount, NOT that amount less $5.00 for the bank. When I present a check for payment, I expect to receive the amount for which it is written. Is this even legal?!?
