It depends what state the debt occured in. The statue of limitations is different in some states. California is 2 years on oral contracts and 4 years on written. If the date of last payment was over 4 years ago then the statue of limitations is up. If you make even a tiny payment on that, you will renew the statue of limitations for collecting the debt.

Moreover the statue of limitations on a bad debt remaining on your credit is up to 7 years from date of last delinquency. So if it was written off in 1993 as charge off then it would be do to come off in 2000. But there is no law that says it has to stay on for 7 years. The creditor can remove it anytime they want, you just have to know how to battle them to get your way.
