Ripping me off yet again

For the third time in the year I have been charged with overdraft / "unavailable funds" charges to the tune of $315.00. The previous occurences I have been given a courtesy refund for a few of the charges. This time, as I speak with a csr who seems to be reading from a cheat sheet, I am offerd 20% of the charges back which I refused. The catch here is my account never went into the negative, was NOT overdrawn. They are charging me fee's for items that are on hold, yet NOT paid by the bank. Do they get it both ways... Charging me fee's and not paying vendors I purchased items from, sometimes for days??? I read an article about Wachovia being investigated on just this subject and the manner in which they present items. I have searched for the article and can't find it, is there someone that can help. I would like to get more info on the investigation so I can provide them with any ammunition they may need.
