Charged $1,295 to my credit card to negotiate with them to reduce my interest rates

I received a phone call suggesting they could reduce my interest rates on my 2 credit cards. This was on 12/18

I asked if there was a charge for that service and they said no. They were on the phone with me for 48 minutes and during that time they put at least 4 or 5 different people to describe how I can get better rates.

They said they would send me paperwork to learn about helping myself out of debt, and would charge me $1,295. I said, "wait a minute, you said no charges". She then said, if they couldn't reduce my rates/balances by $400/month, they would refund it.

I didn't sleep that night so the next morning I called them and cancelled! I also called my Chase credit account and told them not to accept the charge, but the charge was already there, so they said they would send me a complaint form to fill out.

Oddly enough, on January 5 I received my Chase bill, and it was on it for $1,295, and also I received the "paperwork" from Financial Health and Fitness! I called Chase and they will send me the complaint forms to dispute the charge that had not come yet.
