Chase Changes Rules and Rates during lowest interest rates in history and high unemployment

I did a balance transfer to an amazon.com Chase card. Recently I noticed a $10 service charge so I called to find out about it. They said they sent notices in November that the minimum payment amount changed from 2% to 5% and that there would be a $10 service charge each month to anyone with a balance. He told me I had 2 options, close the account or accept a raise to 13% for one year and then the account would have to be closed.

So let me get this straight... interest rates are at all time lows Unemployment is rising (wife just lost her job) If anything, these credit card companies should be lowering rates and fee's, not changing the rules of the game midstream. This has soured me on 2 companies now, Chase and Amazon. I have no intention of ever dealing with either one again after the balance is paid.
