Charged my account $99 after I told them I didn't want this

I recieved an email stating that for 1.98 I could learn how to get government grants, my husband thought this was a good idea to help us.
As it turned out this has no help value at all and we called to cancel any further dealings with them on 11/15.
Today I check my account and discover that I have a charge from them for $99. So I called the number listed on my bank account for them and it is a wrong number.
