Scam and cheating

I paid my loan off a couple of months ago and they kept telling me that they were going to send me my tittle to my vehicle and my home but i never received it. They have promised me that i would have gotten it by now but still i haven't received it yet so whats up with citi financial. Why are the closing all their offices and not notifying the public. Ive even called other citi financial offices to find out about relocations and they couldn't tell me anything so i am wondering whats up with citi financial. I will never in this life time take out another loan with that company ever again.
