Vehicle and Home Titles Not Received Months After Loan Payoff

I paid my loan off a couple of months ago, and they kept telling me that they were going to send me the title to my vehicle and my home, but I never received it. They have promised me that I would have gotten it by now, but I still haven't received it. So what is going on with CitiFinancial? Why are they closing all their offices and not notifying the public? I have even called other CitiFinancial offices to find out about relocations, and they couldn't tell me anything, so I am wondering what is going on with CitiFinancial. I will never in this lifetime take out another loan with that company again.
