Ripoff company tells you they are selling a credit card but they don't

Luca Express Benefits calls and states that they can issue me a Mastercard credit card with a limit of $2000 and all I need to do is pay a $249 processing fee. The took the money from my account on Nov. 5 and never sent the package until Dec. 13 (they said it would only take 2 weeks) when I got the package it did not contain a credit card but only an application for "Stored Value Mastercard" which is not a credit card. I called and asked for my money back, but they refused.
