Gary Jarvis with Charged $249.00 for credit card that I never received

On December 13 I acquired a phone from H Jarvis with Luca Economic Express and he provided me a charge card having a $2000 borrowing limit.in exchange he charged me 249.00 obtained from my bank account.

I've not obtained a charge card to-date. Numerous telephone calls have led to nothing. I expected to get a reimbursement and Rob keeps showing me that it's non refundable. I'd like my money-back! Contract # 402603
