Took money with nothing in return

I was told I was approved for credit, it would cost me a one time fee of $199.99. They deducted the amount from my account in October. I had not received anything in November and called again. They said they sent out another package. I called again in the beginning of December and was told it should arrive soon. Now two weeks later, still no package, and now no answer at the company. I have yet to see a refund of my $199.99.
