Mastercard ripoff

Someone from customer seves called me in regaurds to a mastercard. They told me that there would a processing fee
for the packet that they sent me, they then took out of my bank acct. $174.00. I than told them that I didnot want the mastercard be cause it was a $2500.00 pay as you go mastercard this was in july of this year.

I sent the packet back to them in august, told me that I would receive my refund because it was during the first 30 days. They said that I would be refunded in 2 weeks, I called them in sept. And then they said I would receive my refund in 30 days. I then called them in oct. And they blew me off.

Now I can not get through to them on their phone number it is always busy. Is their anyone that can help me get my mony back
