Ripoff repeated dispute, can't cancel card

I have had Capital One for years and have been paying off MSN with this card. I have paid the card of several times and asked for them to cancel this account. They cancelled it finally October 1st. On October 24th they re-opened it with another 19.95 charge and a 15.00 monthly payment. I did not authorize this. I have tried calling MSN but only get a voice system. I am a single mom full time student. I cannot afford this. Please help me.
