Excessive late charges, didn't send new card, still paying but can't use

Cross Country Visa said they were helping me rebuild my credit. I initially had a three hundred dollar limit, and it cost one hundred dollars to increase my limit to seven hundred dollars.

I have made all of my payments on time, however with interest added I was excedeing my limit, with a thirty dollar overlimit fee.

My card expired in September, and instead of sending my new card in the mail, I received a letter stating that I had to send them a copy of my phone bill for "security purposes". However, I still get my statement at the same address.

My statement has my address and account number on it, so how is that secure?!
