A collection notice in my maiden name which I have had since 2003 on an account that I don't even validate

Omg!!! I can not believe what I received! Never thought that I would be a victim of fraudelent activity because I monitor my Equifax credit file with alerts up until 2. Ok, so I filed my tax return 2007 on 4/15/08. I received a collection letter dated 4/10/08 today 4/16/08.

It started off with big bold letters,

""""I am livid and can not wait until morning to start calling them and researching what the heck is this???"""" Did anyone receive a collection notice from this company? Supposedly the original creditor is FCNB. I don't even know who this is. After tomorrow, I'm going to need advice on how to handle this. I just bought a 3 in 1 monitoring on my credit file and wow!!! Amazingly, the collection is on my credit file. I am so mad!!! That any of these company are allowed to even access your personal information without any valid information. I will contacting everyone and anyone about this. What really strikes me very odd is the tax returns and rebates???
