Unautorized charges on cell phone

It's twice since i've obtained costs on my mobile phone statement i did so not approve. After i named my company (alltel) they tell me it's a 3rd party that had wording our number and we have to text stop back for them. But we still have to pay for the costs. After i named travel cell they explained they text and when that you don't create end back you'll be charged. That is unacceptable. Why are they permitted to wording whomever they need and cost? Isnnot this illegal?
