Ripoff misleading fraudulent credit reporting paid settlement still reporting balance ripoff

I work for a mortgage company. A client of mine had a collection account with Cross Country Bank. He supplied me with a settlement offer the collection agency involved had sent him, and a cancelled check showing he'd accepted and paid the settlement.

Cross Country Bank says that this settlement did not cover the balance on his account. They say that yes, it was misleading for them to offer a settlement and not hold to it, but what they were doing was legal and standard practice in the company. I doubt that this is legal, but I'm not familiar with these laws, so I'm not sure.

They told me they were going to turn the account over to another collection agency to collect payment on the same account that was already settled (they claim the settlement only settled the account with the collection agency, and not with them, even though the ckeck was deposited into their account), and that they would continue to report it as a charge off on his credit report. I talked to Shannon at the main branch office.
