Without my knowledge or permission accessed my savings account and removed money

I am a mortgage broker in Owings Mills, Md. I am a commisioned based worker. I applied on line for a payday loan with last chance cash advance, after completing my application I decided not to go thru with the process. About 3 days later $31.98 was removed from my savings account. This was done without my knowledge or permission. What this company does is to take your information off of this application and access your accounts without your knowledge they then justify this action by saying it is part of the original terms and conditions, which it is not.
