Fifth Third Bank, Master Card Allowed unauthorized charges to my business checking account

My business debit Master Card was used fraudulently in another state about 2000 miles away from where I live on or about November 20th. There were a total of three charges totaling $819.87. All three of these charges were made using the card as a credit card (Master Card). The individual who made these charges didnt even use my name, he used either a name matching his fake ID or it might have actually used his own name. My bank immediately denied me the right even dispute these charges. They immediately brought up Regulation E and said that there was no protection for business debit Master Cards. After fighting with them for a few days, calling the actual issuing bank (Fifth Third Bank) and Master Card, I was informed that I could in fact dispute these charges but, my bank would have to be the one to start this process. Again, after fighting with them, on December 5th they filed the dispute. On December 20th, I received a call from the branch manager at the bank telling me the dispute had been denied. I am frankly at a loss for words. A person who is not authorized used my stolen card number to steal money from me and there is nothing I can do? The seem to keep hiding behind Regulation E, repeating "our hands are tied" and "there is nothing we can do'. Do't they have a responsibility to make sure unauthorized individuals cannot access your money, regardless of if it is a business account or not?
