Aspire conspires to not issues refunds due!

I ordered a DVD box set off the internet. (It was a shady company, but I had no way to know that then.) When the product arrived, it was a bootleg, illegal copy that somebody taped off of the TV. When I called the DVD company to complain, I was told to return it and they would issue a refund. The item was returned but the credit was never issued. I called Aspire Visa to dispute the charges. I was told to fill out the appropriate documents and it would be taken care of. When the paperwork arrived, I filled it out and dropped it in the mail. There was no credit on my next statement. When I called to inquire, I was told that they never received my paperwork. I requested the paperwork again. I was told that I could fill out the back of my payment ticket and it would be taken care of. I did that and mailed the dispute with my payment ticket. Again, my next monthly statement arrived with no credit. I called AGAIN. This time, I was told that I had mailed the dispute to the wrong address! I guess the front of the paper is to go to the payment center while the back of that same sheet of paper is supposed to go someplace else! Frustrated, I demanded my credit. I was asked to write out a statement and fax it to them. Even though I didn't have a fax, I submitted my dispute a THIRD time, this time incurring the charge of faxing my statement.

A month later, I get a letter saying that my dispute has been denied because I failed to submit it within ninety days. Drawing all the patience I could muster, I called Aspire AGAIN and demanded to speak to a supervisor. I explain that I disputed the charge from the very moment I received my statement. The supervisor said that he would "take care of it". Two days ago, I received a letter saying that without a "tracking number" for proof of return of the DVD, they could not issue a credit. Once again, I call Aspire, to let them know that I simply mailed the item back. I did not ship it in a manner that would yield a tracking number. I am told that without it, they cannot submit my dispute to Visa.

This is absolutely ridiculous. I am out $99.98 plus countless hours of my life. Not only will I not pay this, but I intend to file a complaint with the BBB and the Georgia State Attorney General's Office for fraud. (Against Aspire Visa and TVBoxSet.com)
