Ncs lied to me and has robbed me

Ncs ofered to help me rebuild my credit. They intended do so by giving me credit card for a start up fee of $129, they garunteed a min limit of $500. After receing my funds ncs sent me packet with info on credit cards, I was suppose to be able to get a card from this packet. 9 out of 10 of the phone numbers were wrong, so i sent for refund. I havent heard anything for three weeks and the fhonr number they gave me to call for customer support rings and rings no one ever answers. Is ther something tat can be done?
