Scamed me out of money and never I never recived the loan promised

I recevied an email by Heritage Commerce Trust Corp. Loan Consulant Kathy Harris stating that I had been approved for an $5000 loan, and to contact her by phone. I contacted Ms. Harris and she informed me on what my options were to receive the loan, I didnt have any collateral, so she stated that I would have to pay the first six months up front, which totaled $968. I received all the loan documents via email, everything looked legit, I filled out the documents and faxed them back. Once the documents were recived she told me to send the $968 via money gram to John Burnett and once they get the reference I would have my money by the end of the business day. Well that day never came, I tried to contact her several times by phone and know answer, after several attempts, I finally spoke to someone name Victoria Florentine, and she stated that the lender wanted me to now by the basic insuance for $500, and then the funds would be released, after thinking about it I tried to contact Victoria Florentine but never spoke to her again I sent an email I then informed Ms. Florentine that if I was guaranteed the loan then take the $500 out the loan and send me the remaining, I also told her that Im beginning to feel like I have been scammed, she replied stating that she spoke to her boss and apolgized and stated the funds will be released immediately. I never received anything, I sent aniother email stating that I wasn't interested in the loan, and to refund my $968, she stated that it would take 15days, im staill waiting and have not received my money.
