Is a ripoff, they debited my account for but sent promised Master Card. Florida, USA

On April 26 I was contacted by American Capital for a $2500.00 Master Card, and was told I would receive it within 7-10 days after allowing them to debit my checking account for $249.00.
From that time, I called them everyweek up until August 19 and was always told that I would be receiving the card within one week. On August 26 I attempted to contact them and was informed that the telephone number I had was no longer a working number.
