Scam and cheating!

I placed an order with TV Authority on December 26 for a flat panel TV and used their promotional financing through GE Money Bank. After two weeks, when the TV order had not been filled or shipped, I canceled the order with TV Authority, who had already (illegally) charged the new GE Money Bank account. They said that the charge would be canceled. GE Money Bank refused to cancel the charge. TV Authority is now out of business. I have filed one dispute after another, because GE Money keeps closing them due to "insufficient documentation". Now they are saying that I cannot reopen the dispute because more than 60 days have passed since they mailed the first statement. They are requiring me to pay for an item I never bought.
