Went in my daughters bank took her money caused big problems

This company went in my daughters bank account and took 31.98 plus new millineum bank also took 99.95. Although the bank did refund the 99.95. Her bank got on the phone and got results. But the card support company. Acted really nasty and say they cannot refund any thing. We never heard of these people either. My girls bank account has been a disaster. Overdrawn with all the overdraft charges she has had so much headache can not pay her bils or even afford groceries or gas to go to work. Of course my grandaughter tries to helpn o ut she is trying to go to college and work. So it puts very much hardship on the whole house. If any one can help on how to get even please let me know. They told her to call the police and get a report and send it to them, ok she did the police said we can't file a report because we don't see that it is a crime. They told the police man she sent in the app. Over the internet.[no she did not ] they convinced the officer it was not up to them to send the money back. Because it states in the app no refund. I think this is a crime myself of course they tell me i don't understand, i am 70 and they think i am senile, not yet anyway. Thanks for any help.
