Collection Notice for 1999 Bill I never owed!

Afni sent a collection notice to me for money I dont owe and never did! They say the debt is from 1999! I have filed complaints with all the appropriate agencies and sent my registered mail. This is ludicrous that I have to waste time on this!

How can companies get away with this? Alltell told me when I called they had nothing to tell me as they had sold this account from 1999 to Afni recently. SO why in 8 years if I owed these people money would I not ever have received a bill? That would be because I dont owe them anything!
