Dishonest and Fraudulent Billing for replacement cards, ripoff

My wife and I called customer service being there where charges (totaling approximately $200) on the account that we did not authorize. After being on the phone for close to 50 plus minutes and being transferred from Fraud to other departments we finally spoke to someone that seemed reasonably intelligent.

We requested a copy of the receipts for these charges and a temporal credit on the account for these amounts. The next day my wife went to the gas station and the card was denied at the pump when she went into the station the attendant informed her that her card was cancelled.

She called Capitol One and they informed her that the cards had been cancelled due to reported fraud on the cards and new ones would be mailed within 7-10 business days. My wife and I both have credit scores over 750 and combined we charge close to $10,000 a month on this card.

My wife explained that this was an unacceptable being that we use this card so often, the rep told her, two new cards would be sent out that day. Seemed like this was handled. The cards arrive within 48hours via overnight service.

Two weeks later we notice two charges for $16 each for "fast card fee" this is not something that was ever mentioned to my wife.

We mailed a letter to Capitol One via Fed Ex and informed them of this and as of today 2 weeks from the date the letter was sent no response.
