Ripoff They put a debt I don't owe on my credit report

I just recently checked my credit report and found an entry from Palisades Collection on my report for a Verizon account, stating that I owe $29. I have never received a letter or telephone call from Palisades, nor do I now use nor have I recently used Verizon for anything, and the last Verizon account I had was paid in full.
How can these people just falsely report negative information on someone's credit report when the account does not belong to me and they have never made any attempt to contact me? Oviously, they had enough information to attach to my credit report, which also contains my current address and telephone information.
Is it legal to do what they did, without even a letter requesting payment or depute of debt? I see from the history, this "bottom feeder" has quite a history of unsavory behavior.
