Fraudulent contact, years-old phone numbers

In 2005 I moved to my current address, and had to change phone numbers. Shortly I began receiving phone calls (days, nights after 8 and weekends) from True Logic Financial looking for the person who had this phone number (though not this address) before I did. Since the phone book had been published in October I figured the calls would end (1) when I placed my name on the Indiana and Federal privacy lists and (2) when these companies picked up the next year's phone book and found that the person they are looking for has a new phone number... But nooooooooo!

Just this evening I received yet another call from True Logic Financial looking for this same individual. I am sick and tired of this company and its employees being too lazy to update their records when I tell them that their info is outdated. Every few weeks/months when I am contacted by True Logic I am assured by the person on the other end of the line that "this number is being taken off right now." I no longer believe that statement.

What can I do to absolutely, positively and finally persuade them not to call MY phone number any more? (Don't tell me not to return their calls; you haven't heard how nasty the follow-up messages can be!)
