Fails to honor payments made to another credit collection agency Ripoff

I made a payment to a prior collection agency before it was taken over by NRA. I have sent them copies of the Money Order three times with no response, except that they keep calling me stating I still owe them money. Since they have no record of the payment, they state it is my responsibilty to track the money order (a process which costs $14). I do not feel that I should have to pay this, since I provided the stub of the money order as proof of payment. I feel that NRA should pay this fee, since they refuse to accept that payment was indeed made to a prior collection agency.
