Attempted to obtain bank account number over phone to qualify me for $8000 grant?

I received a phone call from a Joe Lake (?) at about 7:00pm on November 16. I was informed that I was one of only 9000 people in the state of Texas to qualify to receive a "FREE" $8000 government grant. All I had to do was verify some information that they/he already had.
He then read off my name, address, and phone number and asked where I banked so they could electronically add the money to my account. I gave him this information and he then informed me that I could verify the routing number by giving it to him OR he would read it off to me which he did.

Then ccame the biggy&he wanted my account number. I balked and he tried to assure me that with only those numbers nothing bad could happen???

He kept trying to assure me that I was being foolish and was about to loose my windfall $8000. I asked to call him back and that couldn't happen. I asked for phone number and was informed that he was on a secure sat. Phone and couldn't be reached.

I refused to give account number and he hung up!
