Ripoff Portraied themselves as a government agency or at least an affiliate

It seems to me that this agency targeted people in despair. To target people of a natural disaster area, with what seems to be a scam, is as low as you can go. These little green cards were put in mail boxes in my neighborhood and probably all over Louisiana. I for one think there should be legal measures brought against these people and all involved should get refunds and damages. How does $5299.97 each sound!
