Ripoff dishonest fraudlent billing

I received a postcard stating that I have been identfied to receive $5000.00 from a Government Grant that I would not have to pay back. The person I spoke to was named John. He gave me a contract verification number of 2726628 and a customer service number of 1-866-314-3912. The first time I called them, they said they will transfer me to a representative but I got disconnected. The second time I called all the phone numbers I got from them were disconnected. These are the following numbers I have for them. 866-314-3910,866-314-3912,866-316-7146. I was told that no later than 6 months I should receive a check for $5000.00 or more. There was a packet sent to me and I've filled out all my personal informations on there and sent it back.

I just wonder why people are so dishonest and could do this to us. I want my money back because on May 9th I made a payment of $299.97 and $29.99 for a total of $329.96. I expect to get my $5000.00 of government grant that they had promise and my money back. John did say that if I did not receive anything in the mail with in 2-4 weeks than I was entitle for a full refund!
