Ripoff Say I owe money from Pac Bell but Pac Bell say no

During a house refinance a pastdu bill from Pc Bell came up. When I called we had 2 bills. I was told it could not be verifies and we had to pay the bills. She said one was in the name of Charles, not my husbands name but his social security number was attached to it. I asked for the phone numbers these were in reference to and called Pac Bell (SBC). I spoke with final bill collections and they informed me that one number was my husbands previous, which we had let my mother keep the phone. We asked her to transfer it and she did but got behind.

Long story short she paid it to SBC with no late fees or interest charges and SBC recalled the debt from AMerican and informed them it was paid.

The second number was never in my husbands name and I would have to dispute it with teh credit reporting agency but it was not on the credit report. It is more than 10 years old. Now American won't return my calls and the agent in charge is always out of the office.
I will dispute the charge on my credit report but Americna won't report it paid in full until the other is paid. So I have to rely on this company to check their records and facts to get it resolved. I have nothing in writing as they have nothing to send me they say. Just pay it.

Without anything in writiing how do I resolve this or send it to the FTC or anyone? ALso isn't theere a 10 year period for bills if they haven't contacted you?
