Double charged me for transcripts

On July 18 I requested for the University of Phoenix to send my transcripts to another college. I gave them the visa bank account inwhich to draw the seven dollars from; that they did.

However, when I was rewiewing a totally different visa credit card account, I discovered that the UOP also withdrew seven dollars from it on the same day. I had once used the visa credit card with UOP and they had the account on record.

The UOP had double charged me the seven dollar fee from two different sources for the same service.

Does their e-procurment department just take what they can when they want without authorization or justification.
