Will Not Release My Transcripts

University of Phoenix will not release my transcripts to me or any schools that request them claiming that I owe them money. When I got my degree in I decided to try the bachelors program there and didn't like it. I withdrew the way I was supposed to, signing their forms and waiting until my current class ended, and they kept my financial aid that was distributed for any costs that may have occurred.

When they figured out I owed nothing, they sent the funds to me. Afterwards, when I tried to transfer to a new school, they claimed I owe them money for classes that I didn't take and they refused to release my transcripts. As a result, I cannot attend another school without having to start over and retake the classes I already passed for my Associate degree. I do not have the financial aid funds to complete any new degree if I have to retake all of those classes thanks to UOP not releasing my transcripts.
