Over promise, fail to deliver, ignore calls and faxes, feels like fraud to me Ripoff

I bought 54 leads from Tele-ten on January 14. The campaign criteria specified sub-prime refinance leads in Colorado/New Mexico for properties with minimum value of $300k.

After receiving no leads for over a week, I was told by Tele-ten that the combination of no-call-list restrictions and the relatively high minimum value didn't produce enough data. After lowering the minimum to $200k, I received 4 leads, none of which were for refinance loans. None of the contacts confirmed anything on the lead form, and the lead forms which, at my request, were emailed rather than faxed, did not include the standard information on the fax form I had agreed to.

Specifically, the date and time of the initial call were not included, so I had no idea how fresh the leads were.in talking to the contacts I learned they were over a week old when I received them. None of the contacts I spoke to admitted to telling a telemarketer that they wanted to refinance their home loan.

Dawn Jordan, the sales rep who sold me the contract, never returned any phone call after they received my check. I was turned over to Robert Lee who never never never answers his phone but sometimes returns calls either early in the AM or late in the day (at times when I'm not likely to be around.) He leaves courteous messages acknowledging my calls and promising that my concerns are being addressed. Then nothing happens.

This has been going on for well over three months. I've never recived a bona fide lead. Thinking that email might be the problem, i.E. Tele-ten's not used to sending them by email, or perhaps my spam filter might be blocking them (I checked with my ISP, and it wasn't), I faxed a request to have them faxed to me. That was on February 25. To date, I've received no acknowledgement of my fax and subsequent phone calls, nor have I received a single lead. My last 4 voice mails to Rober Lee have gone unanswered. I checked with the Tele-ten operator this AM and she reports that he still "works" there.

Is this an intentional ripoff or just gross incompetence compounded by negligence? I suspect the former, but if it's the latter, they need a communications channel to allow irate customers like me to complain up the chain of command until a responsible officer can be informed. It appears the responsible parties know all to well what's really going on and have no interest in talking to me or any other dissatisfied user of their alleged service.

I still want the leads I purchased—real leads with all the information called for on the form I approved. If Tele-ten can't deliver them (after all this time, I suspect that's the case), they need to refund my money. Based on my experience to date and the other complaints logged on this site, I suspect pigs will fly before either happens.
