Target card - visa that never came but activated. A big ripoff

I recieved a phone call from a person offering to upgrade my target card. I agreed to take the visa and he told me that my card would be on its way. My sons birthday 2 weeks later i go to target and try to buy a video game on my card, but to my surprise
my old card had already been cancelled. No big deal i payed cash and said no problem my new card should be here anyday. (hahaha yea right) 2 months later after remembering i never recieved my card, again i caqlled them and they said i did recieve my card and it had been activated!!! Luckly there were no charges on the card but i know for a fact i never recieved that card and i sure as hell never activated it!!! Lets get our act together target/visa we are your loyal customers who use
your cards a lot and expect our cards to be safe!!!
