Harassment, ripoff, dishonest, Ken Hughes, CRYPTIC

I have repeatedly received calls from MCG — never from a life person! Some of the calls have a computerized voice which says my full name, and then a woman's voice with a thick british accent tells me to call their number. Other calls simply say, "This is not a solicitation (then, once again, the same phrase in Spanish). Contact Ken Hughes immediately at 888-249-4134."

Creepy. Cryptic. I have no idea what the calls are about (i.E. After reading what people have written, I have no idea what I specifically OWE, to whom I owe it, and how old the debt is).

Are these people exempt from the FTA's "do not call" list?
