Still being charged by Citibank despite paying off the last balance - CITIBANK CREDIT CARD

On the first week of July, this year, I called up 995-9999 and asked my remaining balance so I can pay off my Citibank credit card balance.
The agent said I still owed the company around Php 4000, and so I paid it immediately, and I was told that I just need to wait for the certificate of full payment.
After 3-5 days, as the agent told me this is how long it would take for them to have the approval, I followed it up by calling.
Again I was told, to wait 3-5 more working days.
So I did, and then, the agent previous to the one I spoke to today, this was a week ago, said that I just need to wait for the certificate via courier, addressed to my house in 7-10 banking days.
I gathered that the approval was made already.
Then I made another follow up call today to be sure, that I will receive the certificate soon.
The agent that spoke to me, said I still have a balance of Php3000 plus, that is why the certificate hasn't been sent yet.
The call got disconnected twice, and I couldn't call the number anymore.
I have been paying this debt for 4 years, and the least I would like to experience is being hung up on, and not spoken to the right way.
Citibank agents say different things every time I call.
I hope they'd be more careful in the words they utter to clients as this can make them liable for any discrepancies due to giving wrong information.
