Rip-off scam fruadulent billing

I refinanced my home recently and my mortage company said they had to pay off all debts. I agreed and they sent me checks for my bills which included Palisades collection for $277.00. I have never owned a AT&T phone. I called to dispute the charges and they said I had to pay first then they would look into the charges. Im stuck because know I have a check made payable to Palisades collection and my mortage company said the only way to cancel the check is for Palisades to give me a letter saying there no money owed. If anybody can help please do so.
