Pop in the Microwave

I have Orville Redenbacher's Popcorn. It's the new PopUp Bowl, Movie Theater Butter. On the commercial, the after the popcorn is poped, the bag is thick and fluffy and the popcorn fills up to the top. When I look to see what time to put it on it says 2 minutes and 30 seconds. Okay, I put it on EXACTLY that time and by the time it gets on 50 seconds, It's still not popping. When it gets around 10 To 20 seconds it starts popping. When I take it out, I tip it over on the side and it starts sizzling. I don't know why it does that. I have tried another bag and put it on 4 minutes. All the popcorn pops but, it doesnt fill up to the top. T me, its false advertising.
