Paid $500 for a cartoon map that was never delivered

He told us he was making a cartoon map for Cache Valley (Logan, UT) and asked who would like to be on it. We said we would like to and paid him $500 right then. It has been a year and there is still no map. He continues to lie to us about when it will be done: at first it was October, then February, then April, and now May, but still no map.

He has also never once reached out to let us know what is going on. It has always been us calling him, and him giving excuse after excuse. The last time I talked to him, he yelled at me when I asked for my money back. He said no, the "contract" is non-refundable!

He is a scammer.
