Driver Ran Stop Sign!

I was at a 4-way stop an the intersection of Hwy 173 and Capron Rd.in Boone County at 3:00 pm. I noticed that the van coming from the south was not slowing down to stop at the sign. I stayed where I was and he never even applied his brakes he just sped right through the stop sign. He was on his cell phone at the time. If I hadn't noticed that he was not stopping he would have hit my suv on the side where my son was sitting. This could have been a fatal accident. I expect that the van driver will be talked to and I would like a response from Direct Tv in this matter.
