Cleaning Crew Seen Soliciting Prostitutes at Two Stores

At the Time Warner stores in Eagle Rock and Glendora, Los Angeles, I have seen employees of the janitorial company engaging in disgusting acts, soliciting prostitutes before and after cleaning the facilities. Who hired these people? I would never suspect such a thing from a major corporation like this. Who is supervising these employees?
